FOUNDATION PRINCIPLES AND POLICIES
1. Diligent effort will be made to encourage donors to designate the Foundation as the recipient of gifts and bequests.
2. The donor may designate that the corpus of a gift can be spent, and, if not so designated, such gift shall be held in perpetuity with only the income to be spent. All gifts or bequests whose corpus will not be spent will be placed in the Foundation, i.e., the Foundation is the endowment fund of the Church. "Holding in Perpetuity" is understood to be reserving the amount of the original gift plus appreciation equal to the rate of inflation over the life of the gift. "Income" is understood to be earnings plus value increase above the rate of inflation.
3.Potential donors should be specifically asked if they wish to designate the purpose for which the gift or bequest is to be used. If there is no purpose designated by the donor, the gift or bequest shall be placed in the Foundation General Fund. The Church is committed either to honor the designation, or, in an extreme circumstance, to refuse the gift or bequest.
4.The Foundation may, as the need arises, establish funds for designated purposes, either upon its own initiative or the initiatives of the donor. A list of these funds, together with the current value of the corpus, and the amount of earnings, shall be reported semi-annually to the Session.
5.Foundation income, in the amount of 4% of a rolling three-year moving average of calendar year-end market values of the Foundation assets shall be made available in semi-annual installments on February 1st and July 1st of the calendar year. Calculation of the market value will be based on assets other than insurance policies, real estate, Chapel Funds, Ed Grant Funds, Sanctuary Maintenance Funds, and new Funds created for specific purposes. Dispersible funds will be made available, as recommended by the Foundation Income Allocation Committee and approved by the Session, for projects that are outside the normal operating expenses of the Church. Priority shall be given, normally in this order, to funding seminary scholarships, mission outreach projects, community service programs, and Church growth and new ministries opportunities. When available, remaining funds may be allocated to capital projects for construction and renovation of the Church's buildings and grounds. Except in very special circumstances (such as emergency needs), funds shall not be allocated to items that could and should be included in the Church's annual operating budget. All fund requests must be endorsed by the appropriate Session Committee, and all Funds allocated and approved for a specific project must be expended only for that project, and unexpended funds must revert to the Foundation. It is expressly understood that Foundation grants shall normally be made for a single year only; however, grant recipients shall not be precluded from making new requests for the same purpose or project in subsequent years, but they are not assured of receiving these additional grants. In extraordinary circumstances, upon the recommendation by a three-quarters (3/4) vote of the Foundation Income Allocation Committee, the Session may approve multi-year grants by a two-thirds vote of the Session membership."
6.The Foundation Income Allocation Committee of the Session shall have eight members, each with four-year terms, as follows:

Class 3:Session Member #2 & Foundation Trustee Member #2
Class 4:Church Trustee Member & Presbyterian Women Member
Any member may be appointed to additional terms. Vacancies will be filled by the Session, the replacement member coming from the same church body as the member being replaced. Members appointed from one church body who subsequently are elected to another body, or rotate off, shall serve out their term as a representative of the body they originally represented. However, if appointed again to the Committee, they must represent the new body to which they belong. The Committee elects its own moderator. The Committee shall use the approved schedule and forms, as shown in APPENDIX A, for receiving applications and making grant recommendations.
7.Foundation income shall not be placed in the General Budget of the Church nor used for items that are usually or traditionally funded by the General Budget, since the establishment of these practices may serve to depress the current giving of the Congregation.
8.When given to any cause, Foundation income shall be fully designated (and designated without equalization), so that the causes for which the Foundation income is used may be fully known. "Designation without Equalization" means real designation which does not trigger a transfer of funds to another project in a unified mission budget.
